Marion Correctional Treatment Center (MCTC) in Ohio serves as the state mental health facility for adult males, housing up to 191 mental health inmates alongside up to 180 minimum-security Cadre inmates who form the institution's workforce. The overlapping demands of these two populations created persistent friction around kitchen scheduling: strip search protocols were inconsistently applied, the Master Pass showing worker hours was out of date, and the kitchen had become a known vector for contraband. Vickie Williams, James Brown, and Michelle Galyean convened a Working Dialogue in September 2019 with representatives from security, food service, the institutional programme team, and the treatment secretariat, asking each participant to contribute from their own experience and authority. The facilitator opened by reviewing Dialogic Practices and inviting authentic voices, with the explicit aim of reaching a solution that served the whole institution rather than any single department.
